[SystemSafety] Protocols suitable for safe systems

It's a protocol designed for radio communications between radio block
centres in the context of ERTMS (European Railway).
It support both cyclic and request-respond data interchange.
It satisfies CENELEC'S safety requirements for communications in railways
(EN 50159).
The specification is public (and free).
