yWorks provides free access to yEd as an example of their graphical
layout software at http://www.yworks.com/en/products_yed_download.html.
This allows creation of shape templates and dynamic layout using a
number of approaches. The layout is not a rigorous as Graphviz (with
dot) but is generally acceptable.
As a satisfied user, I have found the ramp-up time is in the order of
low hours to be effective with the tool. The Java platform makes
deployment on virtually everything reasonably painless.
While the tool does not support any semantics, it will accept imported
data in many formats and you should be able to generate data that it can
then layout as required.
