It depends on whose copyright law you are using.
If it's German copyright, even recording it is a breach of copyright as far as I can tell. Heaven
only knows how videorecorders got started here. Though, when I got here a quarter century ago, in
the German university I was visiting, photocopied complete textbooks were ubiquitous. You hardly
ever saw that in the US or UK. Manuals were worse.
If it's US copyright, there is a "fair use" condition. If someone wanted to share an important
piece with named professional colleagues, not all working for the same entity, using a protected
location, that would probably count as fair use. Provided, of course, there were appropriately few
of them.
I think British law is similar, but I admit ignorance.
