It depends what you mean by "rely on". ATC cannot "rely on" a voice channel when a voice channel
is not available. In that case, light signals are used.
ATC normally uses broadcast radio on a specific frequency (which I take it is what you mean by a
"voice channel") to communicate with aircraft (both participating and non-participating). CPDLC
over ACARS is used for some communication in some areas, though not (yet) for takeoff/landing
operations I don't think.
