The requirements reference the paper you want with a document number "IDA Paper P-1191"; it was apparently published by the Institute for Defense Analyses.  I would contact them, and ask them to have a root around the archive:  https://www.ida.org/ContactIDA.aspx

The DOD selection process narrowed the choice down to four languages: Green from CII-­‐Honeywell-­‐Bull, Red from Intermetrics, Yellow from Stanford Research Institute and Blue from Softech.

The color names were chosen to make the evaluation process anonymous.
