[SystemSafety] NHTSA on the Tesla crash

The NHTSA has issued its report on the May 2016 crash in Florida, in which a Tesla on "Autopilot"
went under a truck crossing the road, and the driver was killed.
NHTSA says that the driver had some seven seconds to take action, and took none. Seven seconds is a
very long time when driving. The Autopilot was set to 74mph, about 108 fps. Seven seconds is 760 ft
(some rounding error), which is 232m. That's a real long way in which nothing happened.
