The UK Government recently issued this report, draft code of practice,
literature review and consultation
<https://www.gov.uk/government/publications/secure-by-design>. It seems
pusillanimus to me.

One positive that may follow from the publication is that the existence
of such a Government report may persuade a court that the draft CoP is
"reasonably practicable", which would then support an argument that the
law i the UK requires that the CoP is followed for all safety-related
applications, unless it can be shown that do do so would not reduce risk.
