To be clear, MULCORS was funded research accomplished by Thales for EASA.  It was used to help formulate the current guidance but the guidance is a) much shorter, and b) generally not as prescriptive as the recommendations in the MULCORS report.

It so happens that the IEC MT 61508-1/2 has been considering this very issue today (not me, I went
out to take the air).
