[SystemSafety] Analysis of some Work Breakdown Structure projects

The discussion looks as if it is turning to project management. There are some formal tools 
available to help with that. Riva is one (Martyn Ould's book is available on-line for free); BPMN is 
another.

Obviously you can, if you wish, populate parts of a Riva or BPMN model with numbers to indicate 
effort or throughput or whatever, and draw conclusions about how effective, or efficient, your 
process is. But doesn't doing so entail that you have such a model in the first place? How are these 
models constructed, and what distinguishes a helpful model from an unhelpful one?
