It's tempting to say: one needs good regs and good enforcement. But I don't think there is one 
single land which achieves that as a main goal in all its safety-related sectors. E.g., Germany's 
good on buildings, probably on rail also (Siemens) but not good on road transport (poor regs, lax 
enforcement of speed restrictions).
