[SystemSafety] Mailing list archives reminder

Roughly monthly, I shall be sending out a reminder that the list is archived and that the archives 
are public. Sorry in advance for the repetition. This is to protect the list, its hosts and its 
administration. The following text is now on the Info page. The pre-2012 archives at the Uni York 
appear to be no longer available, so I have taken the link off the Info page.
