Having forwarded the link to home so I could actually watch it, it does seem to be mostly cover screws and not a structural item of major concern but they absolutely should not be loose.
I would have more immediate concerns with the apparent fractured weld line parallel to the first row of loose screws shown in the video . . .

Sounds like something you should be asking the crew of the aircraft regarding the maintenance regime. I can't think of any reason for loose screws on an aircraft wing.
