I am no expert in such matters, but a response characteristic where
the same pilot input results in an increasing plane response seems to be an
example of positive feedback which could lead to pilot induced
oscillation (PIO).
So the plane might be stable if the pilot does nothing (PBLs point?),
but the *system* of (plane+pilot) might be unstable (Olwen's point?).
